Phocube export of complete RA and Dec back planes #2260

It would be helpful if phocube could export RA and Dec back planes for ISIS camera cubes even where pixels fall off body. Currently, off-body pixels are assigned NULL. Skymap computes RA and Dec as a projected result, but there is no convenient method to export RA and Dec for ALL pixels in the camera cub. I'm looking for a complete edge-to-edge RA and Dec back plane.

I tested the changes using a Messenger flyby image under /work/users/lweller/Isis3Tests/Phocube/M04446_RADec/. We now get RA/Dec values off the target body that are consistent with what is reported in qview tracking for the DN spiced data. Only RA/Dec have been extended beyond the body, the other default backplanes are valid only on the target.

Looks good to me!
