Write a new application for ISIS, so it can read CaSSIS PDS4 images into a cube.

Goals:

• Ability to process other label formats (e.g., PDS3, FITS)
• The cassis2isis application should wrap library functionality with the ISIS UI only, allowing the library functions to be used inside of other apps and functions.
• Library functionality should be independent of CaSSIS
• The label processing functionality should allow new plugin-like functions to handle mission specific needs

Questions:

• Can the processing of the PDS4 labels be done by a scripting language such as Python (allows easy user added functionality)?
• Does the C++ side of ISIS need access to the in memory version of the PDS4 labels?
