Add Ale Version to Spiceinit History Blob #5207

Description
Currently the history blob for spiceinit only shows the version of isis used. Now that ale is largely used in spiceinit, it would be helpful for the user to know which version was used when the cube was spiceinited.

Example 

Object = spiceinit
  IsisVersion       = "7.0.0  | 2022-05-17"
  AleVersion        = "0.8.8  | 2022-05-31"
  ProgramVersion    = 2021-08-10
  . . .

It would also be useful to note the driver used to get the spice data. This may need some tweaking in ALE to get that info, potentially an addition to the formatter
