photomet - Ability to look up model curves based on Target & Wavelength #697

This is a functionality did exist in Isis2 where the user could select a prepared lookup table based on target body and wavelength. Bodies like the Galilean satellites have look up tables for empircally derived Lunar Lambert curves as a function of phase angle. Mars (MOC) data for Red and Blue channels had look up tables as well.

Refer to: $ISISDATA/photom*.sav for Callisto, Europa, Ganymede, Io, Mars

The PGG Carto panel recommended looking at ISIS2 applications and selecting a number to quickly rewrite into ISIS3. This is an application that our own team needs, and that other users could use.

The following have been modified from ISIS2 to the work with the current version of photomet, and available in ISIS3 production version:
