With the generous help of Ivan, was able to get the certain text to pop up with the certain animations of the lake mead animations.

@jread-usgs Take a gander on dev later

looks good, but looks like "normal" is lined up with shortage-1 and "shortage-1" is lined up w/ shortage-2 and so on. quick fix?
