correct tier areas #317

see how it is talking about suplus when it is at normal levels (text on the mead shape)?

@jread-usgs It's also saying its a surplus at or above the 1,145 line which it is at. Emily and I were just trying to equally space out text for each slide. I'm not exactly sure what text you want on each slide

Ok, you and @eread-usgs can figure this out. I just think it is confusing to have the chart say "Normal Condition" and the text say "This is a 'surplus condition'"

I was using the peek elevation as the threshold, and this text is using the minimum elevation of the tier as the threshold

So just move that text to the previous slide is what you are saying?

I will submit a PR tonight. No need to worry about this one right now, we just need to make sure it gets taken care of by end of the day tomorrow.
