Shape for San Diego / LA metropolitan water district not representative #338

@mhines-usgs not sure if you're aware of this already, but that particular district does not seem to be accurately represented by on the map- it is a very small dot on this map, and not on the coast.

I know you had issues with merging the shape files from BoR- but not sure if you caught this or not.

and, PS, Nate noticed this earlier today and identified it as a high priority. Not sure if there's a quick fix, but if there is, it'd be awesome to have in place before the July 30 3pm central demo.
