Adding explore more graphCaption to lake mead diagram #354

you rock! this is awesome!

the only change I would recommend is using the upper and lower basin instead of a single feature. Possible?

also, the legend calls the entire CO basin the lower basin.

did you already create a separate geojson for the two basins? I didn't see where that file was that youre using in your svg. Or was that pure svg?

I had to grab this one, because it was two basins https://github.com/USGS-CIDA/OWDI-Lower-Colorado-Drought-Vis/blob/master/scripts/R/build_lowCO_borders_svg.R#L48. I don't think we got that formally boiled down to geojson, but I would prefer to pull that open from public_html instead of raw.
