plan for IE #442

we need some milestones and action items. From playing around with an IE10 VM, it seems the CSS translates don't work, and the SMIL animations definitely do not work (river and line drawing). Other things seem fine, except for the scaling issue that is pointed out in #295

@isuftin we actually are using css animations now for everything except the stroke-dash animation (draw river).

see css.svg and .nevada-moved for example. Do you know why these wouldn't work in my IE VM? That syntax should be compatible w/ IE10+

@jread-usgs If its not super high priority, I can take a look when I have the first chance but if it is high priority, I don't know off the top of my head :)

not high priority. We haven't set our timeline for IE (or have we?), so it is not due any time soon. Just trying to stay ahead of the curve ;)
