Finishing off changes. #456

This finishes off the changes requested by the revision document.

This also fixes a small operating system compatibility problem I accidentally created. I know the new labels added on the green and grey columns are small so if @jread-usgs or @lawinslow have any recommendations about where to move them or whatever, I'm open to ideas.

@Yneeb Awesome! Here are my thoughts to deal with the small text.

  1. Move year to be down with the flow volume text.
  2. move that period label text up to the top of the box
  3. Drop the word "period" or put a line break before period. (@eread-usgs think we have license to do that?)
  4. Could you move the three pop-up texts so their left extent lines up with the left side of the pre-compact box? I think it would look cleaner.
  5. Lastly, one more comment in there said "Label as 'Long-Term Running Average'". Want to change the "10-year average flow Volume" to "Long-Term Running Average"?
