scope issue fix for safari desktop and iphone #505

This scope fix helped the Safari desktop and iPhone versions, the tablet was still being difficult, but I couldn't tell if it was just caching or something, so @jread-usgs want to look this over and make whatever changes you got to so this gets generated correctly each time?

Then I'll test on the ipad on dev to be sure if we still are facing an issue or if it was just a cache

the svg? No its just in the public html img folder like usual @jread-usgs
