Removed Outline #521

This removes the outlines mentioned in #512 . However, the "F" in "Annual Flow Volume" merges into the graph behind it. What should be done about this?

The Y-axis should go to 0, not 5.

@jread-usgs Thanks for the tip! The graph doesn't intersect with the key now. This should be okay to merge if you don't see any problems.
