adding revised UC and LC shape files #561

@jread-usgs these need to replace the existing LC and UC basin shapes in all 4 places those shapes are shown: One River Two Parts map, LM Allocation figure, Entitlement holders, and in the TX WSC story map (i'll be in touch with them about that).

And @jread-usgs I have not reviewed these files to be sure they are what we need- need someone with some GIS knowhow to do that (you?) :)

should probably send this back to BoR - I don't think that southern boundary of the basin is supposed to end at the Arizona border. See here: image
