Closes #13

Removed some kernels from kernelslist.txt because they are either incorrect or specifically made for ISIS2. More information can be fond in the voyager ck readme files.

TODO for draft:

[x] Handle mismatches in data area and conf. The configuration file correctly ignores some old / out of date kernels (especially cks) as described in the readme in voyager/kernels/ck/readme.txt. Some files came from isis2, but were missing frame codes etc. It is unclear if these should be removed from the kernelslist.txt or handled in another way.
[x] Add voyager2

I'm not sure when / why it happened, but the hayabusa conf is missing a preceding slash in the dependencies, and that's throwing everything off. This PR doesn't change anything related to hayabusa. I fixed those failures as part of the hayabusa2 PR, but I can also split it into a separate change and pull it into both PRs if that's a better way of going about it.

Otherwise, we can merge the hayabusa2 PR, and the issues will be resolved when I merge main back in.
