In LineScanner::line_scan_rate, start_line is specified as "0.5", but this is an ISIS value. I believe USGSCSM is expecting a "0.0"...?

As per @jessemapel , this needs to be fixed in USGSCSM first.

For a related topic, in looking into a 3 month-old working ISD for CTX and new non-working ALE version.

line_scan_rate first and 3rd parameter are different. 3rd parameter down to 0.5 from 1.0
number of quaternions and positions is about double in old version.
starting_detector_sample in new is 0 in old it is 1. (but starting_detector_line are both 1)
dt_ephemeris and dt_quaternion are different enough to be worrisome
