Add filter support for LRO WAC drivers

Things to account for:

• Multiple bands, just use the first
• Filter detector offsets, this is likely going to become the detector start line
• Filter/imaging mode sample offsets, this may not be a problem as ISIS may pad with NULLS
• Filter specific ODKs
• Filter specific transx/y values
• Filter timing offset. The ISIS camera models have code that adjust the timing, by some number of interframe_delays, based on the filter. This may or may not be used, should test.
