Initial offering of WQX 3.0 profiles

General to all:

• Added WQX 3.0 services (WQX and StationWQX)
• siteInfo attribute for WQP queries converted to a full station return.

Specific to "R" dataRetrieval

• Moved the column parsing to a dedicated function for WQP.
• Took out zip option for WQP calls, they are not allowed on WQP anymore.
• Deprecated getQuerySummary. Users should use readWQPsummary instead.

readWQPdata	Set to WQX3 full profile by default. 'legacy' option exists.
readWQPqw	Set to WQX3 narrow profile by default. 'legacy' option exists.
whatWQPsites	Set to WQX3 station profile by default. 'legacy' option exists.
readWQPsummary	Currently only available via legacy services.
whatWQPmetrics	Currently only available via legacy services.
whatWQPsamples	Currently only available via legacy services.
whatWQPdata	Currently only available via legacy services.
readNWISqw	Deprecated: should not be continued to use.
whatNWISdata	Does not have accurate information for qw data.

@ldecicco-USGS We have a TADA training for states coming up the first week of June & likely won't have time to update TADA to adjust to this change before then. I assume the CRAN release with these changes will happen past the first week of June but wanted to double check. What is your timeline for changing the DR defaults to use the new WQX 3.0 profiles (in the GitHub and in the CRAN version)? Thanks, Cristina

Not for quite some time. There will be several weeks of USGS testing before it would ever head to CRAN.
