FY20 Q3 + a few updates #146

The code changes here resulted in the animation that you can see at https://www.usgs.gov/media/videos/us-river-conditions-april-june-2020. Other than changing to the FY20 Q3 animation, we also

  1. Set up the code to use Google Drive again.
  2. Switched to using the historic data from the national-flow-observations pipeline
  3. Updated the code that autogenerates callouts from the spreadsheet to be able to handle 4 concurrent events (so 4 callout columns) at once.
  4. Adapt the callout event heights in the date wheel to be more flexible in case you have more than just 2 overlapping events.
  5. Add README instructions and code for creating a visid version of the video & a version that is the appropriate size for Facebook
  6. Also added a .Rprofile so that on load, the appropriate font is loaded.

Waited a little while for someone to review, but no one is available. I know that this created a release-able visualization, so self-merging.
