Sandra Eberts made this comment, even though we did not mention our idea of something similar. Maybe we should try it? Could the animation automatically stop when a major hydrologic event is encountered? The end user could be instructed to restart it once they had a chance to read.
Maybe we can look into include text that prompts the user to pause the video if they want to examine the map in more detail. Maybe a message pops up during an event or just at the beginning that says Pause this video to learn more
or something.
Please prototype (via powerpoint/photoshop/paint) before implementing a code-based solution.
Rather than changing frame rate, I think an easy way to test if we like this is to just add duplicate frames for each frame during a callout.
