Three very small things

Explicitly export check_sys_mapshaper
add !! to fid call in par_split_cat
Change default CRS from 5070 to "EPSG:5070" in case command line interface is used (reference catchment work for example)

An old (don't know why it never sent!) addition is also caught here that stemmed from the reference catchment work. MULTIPOLYGONS are isolated before processing to speed up geometry workflows.

I need to look into these failing tests -- just updated my environment and found some things failing.
