template for nml tasks #2

First cut at creating task table remake file for creating nml files for running with glm. Will eventually need to adjust driver data file based on the NHD_ID / NLDAS cell lookup function, but still need to create that function so there is a placeholder driver file right now.

I was imagining setting up the nml files and paths to driver directories locally and then throwing that over to Yeti to run. We just need driver and nml files on yeti right? oh and maybe obs

will Yeti be able to authenticate w/ gdrive to take advantage of the shared cache?

eek, i don't know! jake's plan sound fine, but maybe the answer here is also yes? might be worth some exploration.
