switch par_calcLatSw dep from par_calcLat to doobs_nwis #298

since par_calcLat is calculated from the timestamps in doobs_nwis, and since we actually only use the timestamps from par_calcLat when calculating par_calcLatSw, this should change nothing except the effectiveness of stream_metab_usa::create_calc_ts_nodata_table, which currently is built on the assumption that each calculated variable requires no more than 1 src per var.
