Remove old theme keywords & add USGS Thesaurus #68

Per the discussion in the mntoha data release repo, we need to edit the FGDC template. I added the USGS Thesaurus, but only used the one keyword from Alison's example because it is more broadly applicable to our projects.

This addresses #66 and does the easy part of #67, where we add the USGS Thesaurus but don't make things more flexible.

Coverage remained the same at 43.277% when pulling 3013c3b42f8548dd1c8eeff4e766cd4476c3c7e8 on lindsayplatt:master into 1a1be9663616ca904f81e8e7d095465c153062c2 on USGS-R:master.
