Keep NAs if they have "P Ice" #12

Fixes #9. Some gages still have "P Ice" which mean they haven't been processed yet by a WSC. They were given NA values and were getting filtered out of our combine step. For some sites, they had > 30 days of "P Ice" which meant they dropped below 335 days for the year in 2019 and were no longer considered "active". We decided we still want those (in this very specific instance of flow code) to be carried through the pipeline.

New 2019 count of active gages: 8134

BTW - I already updated the gages viz stuff with this new data because I need to get back to being on leave :)
