This updates the Dockerfile to add the qs package, as well as to make a few more readability and efficiency improvements.

R packages are alphabetized
The layers that add R packages now remove any installer files, making for a smaller image.

If David is available for that, sure - but it's tiny and he would find it pretty humdrum. Honestly I think we could just merge it - it was part of the whole process for the PR that just got merged, and the proof is in the pudding since the pipeline worked!
