Merging upstream ngageoint/csm commits #432

Hi all. Yesterday we were discussing some of @oleg-alexandrov's recent work implementing usgscsm support for commercial VHR Earth Observation satellites (e.g., Airbus Pleiades-HR/Neo, Maxar WorldView-1/2/3).

I noticed that following for the csm submodule:

This branch is 41 commits ahead, 15 commits behind ngageoint:master.

I was wondering if there were any plans to merge upstream changes into the usgscsm fork? Thanks!

@dshean This is worth doing at some point, it may also be worth while to port some of our changes back into upstream. There could also be conflicts that need to be resolved (which it looks like there are 😢) I don't have an ETA on it but it's something I can figure out!

@dshean Starting this now, over a year later XD

It looks like the main difference is a CMakeFile added on our end. I should have a PR up shortly with changes
