Update jan 23 - Add latest blog, river conditions, flow tiles #32

Changes made:

This is a small PR that

Adds a R script that can be used to upload charts or thumbnails to s3 programmatically
Adds the latest blog and updates the blog links
Adds the last couple of river conditions
Adds the latest flow tiles

Testing:

Before making this pull request, I:

[x] Cleaned the code the way Vue likes it - run 'npm run lint --fix'
[ ] Made sure all tests run
[ ] Ran WAVE plugin 508 compliance tool

I can confirm this has been checked on:

[ ] Internet Explorer 11 (not supported, but still needs at least a working user redirect page)
