Changes made:

This PR:

Adds the latest WDFN blog post on the chart challenge to the Water Data Blog section
Drops the image from the water cycle blog item
Drops older blog posts
Adds the hiring banner and a link to the latest hiring tweet to the Recent section

Testing:
