To increase the acceptance it could be useful if some advanced users have some settings that they can configure. E.g. to save additional the location of a handshake, but just on the phone. In case of a positive tested contact the App could show the place of the contact and this could increase the confidence of some users they they are "save". E.g. if the contact has been on the road and the person is sure, that he was in a car with closed windows, it is quite unlikely that the person in the car has been infected. Addition this could help to find more details of the contagion routes.
I am not sure if this is the plan behind "ACCESS_FINE_LOCATION", but it looks to me, that this could be better explained to the user, what this actually means.
