updated sdk to 0.1.16 #46

also: added translations for sdk_string_config that were causing a translation missing error during command line builds.

Hi, I'm working on a Spanish version of the app. Maybe you have already this change done, otherwise here are my changes. Thanks for the useful app, hope it'll help stopping this virus.

I close this PR because we created https://github.com/DP-3T/dp3t-app-android/pull/50 that majorly improves this demo project and includes version 0.2.4 of the SDK.
