V2: Support for Exposure Notification API 1.5 / ENv2 #265

This pull-request adds a new API version (/v2) which will be used by the dp3t-sdk-ios and dp3t-sdk-android to make use of Apple/Google's ENv1.5/ENv2. This includes the new version of the Protobuf format.

I think you should do a make updatedoc to add the latest v2-API in the swagger-definition.
