This PR refactors the EFGS DSOS filter, introduces the possibility to configure it (on/off and specific cut-off thresholds) and adds documentation about the various EFGS DSOS values.

explain what Dsos is
add a 2 sentence description to every test that shortly summarizes what it does. This really helps if somebody else is modifying the code and wants to understand why the test fails...
