Do open data applications need to have global reach or impact? #176

Do datasets that are very specific to a single location or country be considered for DPG status or is there a minimal level of impact or usability that the data need to have in order to be considered?

Example:

The discussion point mainly focuses on the need for an open data solution that can be used broadly vs. only in a local context and what minimum level of impact or relevance (global, regional, multiple countries, or country-wide) should be required if at all.

While there may not be a minimal level of impact or usability required for a open dataset, the value often lies in the specific needs it addresses. Localized datasets can play a crucial role in understanding regional challenges, supporting policy decisions, and advancing research in specific areas. Also the dataset might be needed by any global org or committee in order to make necessary actions or decision according to the localized dataset . Even if a dataset is specific to a single location, it can have a significant impact if it addresses critical issues or contributes to solving important problems in that area.
