In this pull request:

Added an ability to select SDGs from google spreadsheet. Take a look @SarahWat
Added maximum height to 3d polygons for DPGs Deployed and DPGs Developed filters. Now it's scaled well
Removed unused css
Refactored code in some functions

Closes #91
