I agree that Portuguese is more than important enough to be included in the plugin, but I have up to now never decided which ones to include based on their spread. The languages in the plugin are the ones I can speak and maintain whenever messages are added or altered. I might revisit this decision when the plugin is somewhat finished and the messages needed aren't as likely to change anymore.
Translations were provided for 0.18 since the others were outdated. If I spent the amount of time it took to translate studying I would be a genius already. By the way, it would be pretty cool to have these translations in the main branch so you already download them with the plugin since Portuguese is the 6th most spoken language in the world.
