Description

Players can place boats in DUNGEONS

Reproduce

Enter a dungeon where no blocks are allowed

Expected behavior

Prohibit the placement of any blocks

Relevant configuration files

dxl version:b1112 seever version:tuinity-1.17.1

Boats aren't blocks, might still make sense to prevent them from being placed through that rule.
