Reformat event - incident types

Put in a new section:

Distinguish between a initial incident (cause) and the cascading incidents (effects). For the primary incident, select the category (natural, technological, attack) first, and then offer a pull-down menu for the actual primary incident.

All effect incidents are shown in a multi-select options (list of check-boxes).

Sort incidents per category, and inside a category, alphabetically.

Include affected critical (will be updated by DS) and societal sectors.

Problem is that not every incident type falls into a single category.
