<latex> extension for MediaWiki #11

Akin to the trigger that enables LaTeXML parsing, we could have a trigger that enables general LaTeX parsing, so that we could easily insert citations, labels and other LaTeX content.

Possibly a simple extension on top of the Math extension where we add an extra tag.
