Suggestion: New Security Clause: "If a suspect's crimes warrant the punishment of execution, in the event that they perish in an attempt of arrest, they are not eligible for revival."
What do you think it'd add: No more confusion as to whether or not you need to revive the armed terrorist, or the guy shooting your fellow officer.
