View Range verb for observers #2288

About The Pull Request

Adds a view range verb to observers "Ghost" Menu, so they can adjust their current view range from 1 tile (lmao) up to 14(Ideal) or even 128(You might crash if theres a lot going on?)

Why It's Good For The Game

Who doesnt like being able to see more?

Honestly don't like the idea because SendMaps is not the most optimized part of baystation
