Separate DS Classic Menu backgrounds from DSi/3DS skins and make it properly skinnable #2280

Is your feature request related to a problem? Please describe. At the moment, the DS Classic Menu can only have its background changed by your set DSi or 3DS theme skin through their quickmenu folder, which is a very strange way of handling it in my opinion. That's also the only thing you can customize with the DS Classic Menu, the icons and such cannot be modified.

Describe the solution you'd like Disconnect this functionality from DSi/3DS skins, and make a separate skin category for the DS Classic Menu. Being able to customize it in other ways would be great too, especially if you could change the layout and such.

Additional context The DS Classic Menu is kind of in need of an overhaul in general, I think. It's lacking the clock, calendar, and everything else on the top screen (other than boxart). It also doesn't read the game title or icon from Slot-1. These things are probably discussed in some other issue, but I thought they were worth bringing up.

I personally would prefer that being an option rather than completely throw out that system. The DS Classic Menu is supposed to be a submenu for the DSi Theme. The way I imagined it, you wouldn't have a light DSCM theme with a dark DSi Theme, because that wouldn't match.
