GBARunner2 cannot be started from the top menu with R4 theme v26.0.0 or later. #2368

Expected behavior Can boot GBARunner2 at right menu icon.

Actual behavior "Not used" is displayed in the menu where "GBARunner2" should be displayed, and GBARunner2 cannot be started.

Steps to reproduce Power on the console in TwilightMenu++. Press the right side of the D-pad twice.

Notes There was no problem until v25.11.0. I haven't tried all of them, but it seems that the problem occurs with versions after v26.0.0, including the latest version.

This is intended, as GBA ROMs can be launched using the themes themselves, and GBARunner3 (being made with frontends in mind) will not include a menu to load ROMs.
