Add Windows 95 Skin #11

Added a Windows 95 skin for DSi theme!

There aren't any screenshots (I don't have an emulator running Twilight Menu right now) but you can add some if you want.

Also not sure if I did the 7-zip compression right, or the md file. Let me know if I need to change anything ^^

Looks neat!

Couple things though, the 7z contents should be in a folder with the same name as the file name, like this: Windows 95.7z.not-a.zip (it's actually a 7z, GitHub doesn't accept that extension though for some dumb reason)

And the md file is made automatically from the json and 7z edit date and such after committing to the master branch, so you don't need to worry about it.

This is a pretty neat skin so far! Here's a feature suggestion. Any chance you can use MS Sans Serif as this skin's font? (And I'm phrasing MS Sans Serif specifically, since the font is pixelated, like the DS BIOS's font.)

For those curious, MS Sans Serif is a default system font included with Windows 3.1, 95, NT 4.0, 98, and ME. Here's the Wikipedia page for it.
