Am i supposed to go out and have people fill out the SF-36 Measure of Health, which is the instrument i want to use and compare it to other studies that have already been done ? or find a study and write based of what someone else found?

wait i think i found what im looking for . "Review of three other studies & their construction of the counterfactual". so i have to find three other studies and write of that because thats what it says in the instruction.

So two distinct parts:

(1) instruments used to measure the outcome - if your DV is a latent construct, find a validated instrument that has been developed to measure that construct.

(2) for the research design component, reference 3 other studies that have empirically examined the same policy or program. Highlight the ways in which they have estimated program impact - specifically the research design - and what did they find?

This step is partly designed to explore other similar studies so you can get some ideas about available data sources (although you don't analyze it in this paper, it helps to know what sources are out there or what sorts of datasets other researchers have build), instruments, and counterfactuals others have used.
