Automate model downloading from HF for tests #30

Instead of downloading / placing models by hand before running tests, automate model and config downloads, as it is implemented in Docling

This issue should be addressed by PR #32.

Additionally this PR adds the pytest in the CI/CD GitHub workflow, removes the old devtools/ and updates README.
