Problem

We are planning to make this repository public in preparation for the project's alpha launch. As part of the outbound review, the CONTRIBUTING.md must be updated to Tier 3 repository level.

Solution

Updated the following sections:

• Getting Started
• Team Specific Guidelines
• Building dependencies
• Building the Project
• Workflow and Branching
• Testing Conventions
• Coding Style and Linters
• Issues
• Pull Requests
• Documentation
