Create LICENSE to replace LICENSE.md

Problem

As discussed, we are no longer going the LICENSE.md route. Instead, we are creating a file called LICENSE with the vanilla text of the license. The reason for this switch is that GitHub automatically displays an in-depth description with Permissions, Liability, and Conditions lists alongside displaying the LICENSE file.

Solution

Created LICENSE with the CC1.0 License text.
