Update MAINTAINERS.md to include individuals and their roles

Problem

As part of the repository outbound process, the MAINTAINERS.md file needs to be updated to include the people involved and their roles.

Solution

Added members and their roles to MAINTAINERS.md

I'm not sure if I got the roles right, please let me know if I need to change someone's role!
