Create GOVERNANCE.md, COMMUNITY_GUIDELINES.md, and CODE_OF_CONDUCT.md.

Problem

As a Tier 3 project, the repository requiresGOVERNANCE.md, COMMUNITY_GUIDELINES.md, and CODE_OF_CONDUCT.md files to provide information on community governance.

Solution

Created GOVERNANCE.md that includes links to our newly created COMMUNITY_GUIDELINES.md and CODE_OF_CONDUCT.md which are from the USDS Justice40 repository

@decause-gov In this file, should I directly link to the Justice40 markdown files (https://github.com/usds/justice40-tool/blob/main/CODE_OF_CONDUCT.md & https://github.com/usds/justice40-tool/blob/main/COMMUNITY_GUIDELINES.md) OR should I make our own COMMUNITY_GUIDELINES.md and CODE_OF_CONDUCT.md and copy over their content to our files?
