Add All Public Repositories in the CMSgov GitHub Group

Problem

There are crucial repository groups missing from our project tracking JSON file.

Solution

Add required CMSgov repos to augur as well as projects-tracked.json.

Result

Added repositories will be collected weekly.

Test Plan

I tested the update workflow in my fork of metrics: here
